Is there any way to lessen the screen burn on a arcade video game
monitor, or once its happened..is it too late?

As a practical matter, no. In principle you could run them for a couple
years with inverted video. :)

Actually Sam, at least one Plasma manufacturer offers this function as a
utility to minimize logo burn in.

Once the phosphor is burned in, there is no way to get rid of it, other than
changing the tube for a new one. The trick is to use a lower contrast
setting on the monitor to lessen the speed of the phosphor burning. If the
displayed items on a screen keep moving all over the tube surface, or there
is no stationary video image, then there will be much less of a burn
possible.
