Bit of black plastic floating around free inside the case, could have
dropped in there from somewhere else or is it something important? no
obvious home for it

Could have been glued over the rear of a PCB with exposed mains connections?

I made a careful inspection of the SMPS and the intermediary mains carrying
board but nothing looked suspect. Whatever it was , was not glued in or at
least there was no trace of glue on the plastic
