Resistor value

Hi, I'm working on a Insignia plasma, NS-42P650A11, no power, clicking, no pic,....no voltage coming out pins from data ribbon to other panels, so further testing revealed a resistor reading 000.0- 000.3 ohms.....shorted? or used as a jumper..? its a ceramic type 1/8 thick 1/2 insq, reading on top says 5w R017J...?..anybody have any ideas what the value is...? thanks...
