Is this intended soley as a design? Or does it serve some function such
as a way to defeat internet filters?

You need to get better at spotting SPAM
from a certain sources in India.

These spammers think that *adorning* their spam
will make you want to click their links.

....and stop REPOSTING obvious SPAM links.
