RCA ctc186 won't turn on

From what I've read is this caused by the eeprom needing to be reset?
If so can this be done without a "chipper"?
This set has it's B+,5v,and constant pulses on pins 5 & 6 of u3201.
If anyone can tell me where to get a schematic this would also be appreciated

For an amateur trying to learn this design can be complicated to work
on. A number of things can cause this TV not to power up including bad
solder joints in the tuner & on the main board or eprom or STK voltage
regulator or shorted diodes(s) or shorted HOUT etc. You might luck out
with a pre-programmed eprom but at the same time you also need to
resolder the tuner or it could cause the eprom to go bad again. You can
order schematics from Sams Photofacts & you can also get them from
Thomson but they are expensive. Try Sam Goldwasser's Repair Site which
you can link into from any of his posts.
