I replaced the faulty regulator and checked out everything in the regulator
circuit and the volttage goes as far as the regulator. What trigers the
regulator to turn on? Thanks for any help I can get.

I am at my shop now..... here are the "correct" part numbers in the power
supply.......Q14101,
Q14102, Q14103, R14107
Also check the HOT Q14401 and remove, clean wires, and re-solder L14401.
Obviously there are a myriad of other things to check.

When replacing any part in SMPS especially any transistors in either
CTC203 or ATC113 (both are same SMPSes), always replace: Q14101,
Q14102, Q14103 and R14107. This take care of blown bits 100% in my
experience. This is also what RCA training manual says on this.

102 and 103 can be fudged a bit on subs or easily obtained, the FET
for Q14101 has to be exact.

The 102 & 103 transistors makes up a self-starting oscillator to kick
start the SMPS also is part of regulation feedback via optisolator &
TL431.. The start up resistor is also present. Check that also.
