question regarding tech files and standard cells

Hi, I have a question regarding technology files. For example I have
a standard cell library which I created using some tech file(for ex
0.35 micron tech lambda=0.2). And I have imported pad frames from
mosis website suppose it's of different tech for ex scmos (0.35
micron). Is it possible for me use the pad frames along with my
standard cells. If so Do I need to import the std cells using scmos
tech file? Suppose the two technology has different set of rule
files. What should I do? Do I again need to create a standard cell
library adhering to scmos tech and rule files.
