Question about safety

Being a newbie here, I would like to know some basics safety
precautions around small appliances such as vcr. I do kno wthat
capacitors can become lethal if a high enough charge is stored. I
have read that a good way to discharge them is to hold a plastic
handle screwdriver between the contacts, hence releasing its charge.
I have also heard about connecting a resistor between them. What
would you guys suggest? I am playing around/toying around small
appliances such as vcrs, tape recorders etc.. nothing big.

I discharge a photographic capacitor
with my palm. And I LIVED!

Well, most of your cells lived through that experience, but some of
them did not.
 
I had the misfortune of discharging a 300 volt capacitor on one of those
disposable cameras across my two hands arms and brain. I think I completed
an RC tank, the first discharge was the strongest and the quickest from left
hand to right, it oscillated back and forth with the discharges becoming
slower and weaker, it was very unpleasant but a good lesson in RC circuitry.

I once discharged a 2000v filter capacitor with my right hand (accidently of
course). The hand was worthless for several days with full functionality
gradually returning after several days. Yes it hurt.
