if i have an electrical appliance plugged in and then i switch off the
power but DO NOT pull the plug, is it possible that there is still a small
amount of power going to the machine?

If it is still plugged on at the wall, then its possible.
Computer printers + televisions can still consume a few watts when they
appear to be off.

**It depends on where you switch off the power. If you switch it off at the
wall, then no. If you switch it off at the appliance, then maybe.
