problem using 7476 dual JK f/f (URGENT)

I want to use the JK flip flop in toggle mode ..
But i m unable 2 run it @ all . Some1 pls truobleshoot
The pin connection i've made is as follows


1- CLK
2- '1'
3- '1'
4- '1'
5- '1' Vcc
13- '0' GND
15- OUTPUT
16- '1'

The chip seems to b alright cos i've tried this on two separate chips
and the voltage response is exactly the same in both .

Hi, tie pin 8 to grnd to force unused ff into a known state, check your supply
voltage is within the spec (4.75-5.25) and fit a 0.1 cap accross pin 5,13 as
close as possible to the chip pins.
