battery and load. once in cut battery out of ckt. before that i had
turned on the AC mains but DC supply did'nt reach load. it means load
is directly connected to battery . pp charges battery &battery
operates load? please comment on, hou can this happen.

Charging a battery that is directly connected to a load somehow doesn't look
right, especially since it is not for automotive use. I may well be wrong,
but it looks like there is some sort of electronics that check for the
presence and possibly estimates the state of a battery, and if it finds
something being wrong, it disallows power-on of the load. If the device has
some means (e.g. LED) of indicating an error condition, you should look if
one gets indicated.
