if at all. You can use a LM317 to get a decent 1A regulated power
supply, down to 1.2VDC. If you need it to go down to 0V, you can
connect the ground of the adjust pot to a negative 1.2VDC regulated
source.
Also, consider buying one, such as the Elenco. Or this one (18V@ 2A
with LCD meters), which you really can't build yourself for $60.00.
