Pin locations changed by Encounter during placement

Hi,

I used "preAssign" command to specify the location of the pins for my
design during the floorplanning stage. However, during the placement
step, Encounter seems to rearrange the pins. Has anybody encountered
such a problem before and if you have, how can this be fixed?
