picture startup delay with cuc7880

Im working on a CUC7880 Chassis for quite a long time now with no succes.
When I put the TV on (with mains switch or remote control)
The picture is very bad (like with a very bad receive-signal, no scrolling,
much noise). After some seconds the picture is restored.
The audio is OK.
When I put an video signal in the scart input, everyting is normal.
Also when I put the TV on and off quickly, the same problem occurs.

Someone suggested that I should look at the tuner.

Where is the tuner located?
What supply voltages should I measure?
Or should I look somewhere else?

Where is the tuner located? :-?

The tuner is located wherein the antenna input coax wire enters.
It is usually a metal box and on some Grundig you can simply plug it
out.
