sometimes when the set is turned off there is a glow in the center of the
screen. mainly green with a blue spec somewhere near. it will remain there
for a very long time after the set has been unplugged. could it be possible
that the set isnt earthing if so is it much of a prob? (sounds like it
is...) is it also possible that this could be the cause of the temp. blue
screen with the raster lines?

I'd say the picture tube in your TV set is definitely suspect.

If under warranty, make a claim or take it back to the place of purchase for an
exchange or a refund.

If taking back for an exchange or a refund, get a set from a Japanese brand,
such as Sony, Toshiba, JVC, Panasonic, Hitachi, or Sharp. - Reinhart

I don't know but my tv looks like a drop of falling rain when I turn it
off. Usually most tv's just turn off by shrinking from the 4 corners but
this one looks just like a brief drop of rain. There's nothing wrong but
it's very amusing. Ah, simple pleasures...

Most tv's glow in the dark for a short while after being turned off.
Sometimes shining a flashlight on the crt will excite the phosphors for
a little while. Perhaps you have a very bright lamp near the screen and
this is causing the residual glow in the dark?

.... High voltage can give a dangerously uncomfortable discharge.
