Phillips-Magnavox two both broken, one will not turn on, the

Two of my Phillips monitor (107S) have different symptoms. One will power up
but appears to be on standby mode. During this mode the screen would become
blank (as if turned off) but the orange led light would come on indicating
standby by mode. The other monitor has garbage text for screen controls. This
makes controlling internal colors temp etc, very hard. Unable to solved the
first monitor's problem, I'd stuffed in the cellar for a year, took it back out
and it worked as if normal for only three months. I did the same thing, stuffed
in a box and in the cellar and it came back to life again.

Now, in order to solve this without a schematic, should I jot down the voltages
around the low voltage areas when it is working? And take measurements again
when it's not working? I'm willing to swap parts but will try to avoid getting
shocked in the process. I'd don't usually work with monitors or TV's but are
there voltages higher than 400V other than the one running to the tube because
I like to keep my DMM.
