wondering if this is doable or already exists

but I increasingly know folks who could read pdfs from their TV
but don\'t have a computer

Is there a way to get TV makers to build in a PDF reader?

Upload your docs to GDrive or DropBox or any other cloud service, use your smart tv browser to log into your cloud app and open the document from there. Most browsers on smart TVs can handle displaying PDFs. One may have to manually install PDF reader plugin on the browser.

If you don\'t have a smart tv, get a firestick, and use the browser app - open email with PDF doc, or use same procedure as above.

IDK of any smart TVs that have a documents directory to store PDFs and have a reader available.
