RS sells the stuff and have trade counters everywhere, buts it not cheap
and the quantities are quite large. Its in the kilo range I think.

Not in Melbourne but cheap, so probably worth the freight:

I have had limited success with this type of immersion tin plating. It
does make the copper traces all nice and silver-shiny but it can be an
absolute bastard to get the solder to flow onto it. I have found it
gets worse with time. I still spray the pcb with a solder-thru lacquer
if it is going to sit around for any length of time.

Having taken your comments on board I think solder-thru lacquer might be the
go. Do you know where I can buy it?

I have found it gets worse with time.

I still spray the pcb with a solder-thru lacquer
if it is going to sit around for any length of time.
and it is still a bastard to get solder to flow onto. Often by the time the
solder gets to "take", the heat has caused some of the plating to migrate,
posioning the iron and sometimes leaving small bare copper patches adjacent to
the soldered area.

I wouldn't bother - just apply solder-through to the bare shiny copper.
