Does anybody know of pcb makers that will do one off's for a reasonable
price? (preferably so I can order over the net.)
Also what software would I need to design the layouts?

Two places I use

1) Sesame Electronics - nothing flash, about hobbyist level (although on
occasion I have received superb PCBs from them) I suggest min 0.75mm Track w
0.5mm Spacing - a bit rough but good enough for most bar the more complex
prototypes and very reasonable pricing.

http://members.tripod.com/~sesame_elec/

2) Printed Electronics - Superb work -they would manage 0.25mm Tracks
(although the minimum I go to is 0.5mm which they do with ease) however they
do cost quite a bit more (around $300 odd for an A4 panel - 1 off if memory
serves).

http://www.printedelectronics.com/ Cant find the details to contact Mike
Lynch who makes the PCBs but they usually have an ad in the back of Silicon
chip

Also what software would I need to design the layouts?
try protel Autotrax - the DOS version is free and I have it running under
W2K with no probs ....

This link leads to ASPEN AMPLIFIERS. Is that correct for PCB manufacturer?

Depends VERY much on the quality you are after, and whether you want
double sided, PTH, solder mask or overlay(s).

For instance, Futurlec (www.futurlec.com) do a "proto" service which
is S/S only - no D/S S/M or overlay - for a whopping $US0.07 per cm2
plus $US3 for shipping. No minimum. Order via website, email the
file. Typical 3 weeks turnaround. That's the budget end.

Once you want D/S - with or withou PTH - you step up quite a bit.
Also you suddenly find defined panel or sub-panel sizes and other
weird rules like "you must order two of everything" (Custom PCB in
Malaysia) which makes real sense for one-off protos, right ...

For top quality there are several panel-based fabs in Oz.

Also what software would I need to design the layouts?
All the above will accept Protel formats as far back as EasyTrax. I
personally use Protel AutoTrax which is (now) freeware. Based on the
questions you are asking, I would STRONGLY suggest you start with
that.

Chinese PCB manufacture is very haphazard in quality.

I dont agree your point! Right now, China has developed rapidly,

Rapid development is all to often haphazard development. Like those
empty cities in China that are too expensive for local people to
inhabit. No doubt about it, market research - FAIL.

the quality is good too!

Only if quality control is assured by an external (non-Chinese) source.

I see you had a few rather large explosions recently which killed many
people. What Quality Assurance processes were in use at those sites?
Maybe you were "flame testing" those cars stored at the docks?
I have friends involved in QA in China, currently and in the past, and
I've long listened to the scary tales. Local quality assurance in China
is a concept not well understood nor even followed.

Try pcbcart.com

I've used them in the past I was VERY happy with quality, delivery time,
price and communication. It was a few years back, just email them.

Don't use pcbnono.com they spam the crap out of the NG's.
