Holy Crap! I did a quick google on "Federal Budget" and came up with this:

On page 15, there's a section:
Table 2: ECONOMIC ASSUMPTIONS
(Calendar years; dollar amounts in billions)

2003 actual
Gross domestic product (GDP):
Current dollars ............... 10,988
[snippity-snip]
Ten. Thousand. Billion. Dollars.
So one BILLION dollars is 0.01% of the Gross Domestic Product.
One is 0.01% of 10,000, isn't it?
OK, I have to admit, that's the whole GDP - I was looking for
expenditures, and could search further, but it's gotta be in the
trillions.
Oh, well, like they say, a billion here, a billion there, and after awhile
you figure out it isn't even real. ;-)
