The story contains a couple of inaccuracies, namely:

2) Solar systems act to reduce overall peak loads, thereby
helping to defer the socialized cost of utilities building new power plants.

Oh, but it's the power companies who are doing the complaining. They
want to collect the profit on the facilities they aren't building,
owning, and operating. Now that must be a nice business to be in.

I heard that SDGE had a flat monthly electric fee of about $166 and
maybe they paid for the installation.
