They have completed a combined phase 1/2 in Australia, and the results, as published in the reviewed literature, are excellent. Excellent enough to earn a one billion $ grant infusion from the U.S. coffers, and agreement from two Japanese giants to produce a gazillion doses, requiring significant investment. You do not think these entities have independent high powered scientific consultation before entering into such agreements? You\'re more like a juvenile baboon.

Actually it\'s a good place to conduct a phase 1/2. This phase is testing primarily dosing effectiveness in terms of antibody response and maybe some other measures. You don\'t want volunteers coming down with the disease because they would have to be excluded from the results. So you want a place mostly free of disease.

Phase 3 uses many more volunteers and its purpose is to test how well volunteers hold up to challenge by the disease. So this phase has to be conducted in an area with a significant amount of disease. They\'re not planning on a phase 3 in Australia AFAIK, didn\'t see mention of it. Ideal places would be California, Texas or Florida. Those places would not have been good for a phase 1/2.
