No signal on Grundig TV

I have a Grundig CUC3400 TV which doesn't receive any channels.
I have a (bad) copy of the manual, and it seems like there is a fault in
the tuner. When scanning, the tuning voltage has constantly 30V.
I believe the i2c-bus is ok (at least there are signals on both SCL and
SDA) Supply voltages are ok.
Is this a bad EEPROM (SDA2216)? Can it be reprogrammed, or does it need
to be changed?
Any good advice is welcome.

Check/replace SDA3202 (SDA3302, TSA5511, TSA5512).. maybe eeprom
