may mean a blown fuse, if it's an auto reset fuse you unplug the thing and
try later, but even then there may be a short causing the blow and you'd
never catch it.

You might ask in sci.electronics.repair. It means it isn't getting power.
That usually doesn't mean it has been completely destroyed. It might be a
blown fuse or any number of simple things.
