newbie question on VHDL

Hi:
I am trying to learn VHDL by myself, I wonder if there are some free VHDL
synthesis tools and simulation tools available? What about the cheap FPGA
board?
Also for the QuartusII web edition I downloaded. Does it have synthesis
tools built in? Seems I can't find it. can I use it to program the FPGA
board directly? suppose it support the board I got.

Try Xilinx WebPack.

http://www.xilinx.com/ (Search in products & services)

You need registration, but it is free.

With WebPack (synthesis tools) you can download ModelSim XE (for free too)
and use it for simulation.
