As the subject states, I am sending a signal via standard 38khz
modulated IR. Is there any 1 chip solutions to this?

Of course; a PIC with built-in hardware PWM (such as the 16F628) if by
one chip you meant a single chip for generating the data signal as
well as the 38 KHz carrier. If you meant just generating the carrier,
a simple 555 would do as well.
