Need a Timing Circuit

I am looking for a circuit that will trigger a pulse after waiting for 60
minutes.

I am using it for a balloon cutdown device. I need a low voltage input or
single battery voltage weight needs to be the lightest possible then after
60 minutes turn a switch which heats a Neochromatic Wire.

You might try this and change the 22uF cap on the left to 3300uF
and change the 47K to about 680K. You can fine tune the
time with the resistor value.
