Need 3V LED Flasher Circuit

I have a Dept 56 piece which has two LED strings that blink alternately (one
is on while the other is off). The blinking circuitry has failed. I need a
circuit which operates from 3V that will drive these two strings as the
original circuit.

Instead of re-inventing the wheel, do some troubleshooting and testing and
replace the defective part(s).

There are only two transistors and one IC. The transistors are OK and
the IC is a bare die which has been glop topped to the PWB.

Use a low power CMOS version of the 555 timer, eg LMC555. Set it up as
a 50% duty cycle oscillator and use a PNP and an NPN transistor to
buffer the output.
