NEC Multisync 95

I have a NEC Multisybc 95, Model # MS95, chassis # N9902

The problem I am having is that the V. Sync is out on just the top 1/4 of
the screen. On the rest of the screen it is fine.

Any suggestions as to what is causing this problem?

In these monitors, most of the time, it is bad caps in the vertical output
section. The use of an ESR meter is a very easy way to locate the bad ones.
Replace all the caps that read too high in ESR in relation to their value
type.
