Monitor problem

Looking at my neighbours' PC for them. One thing I've noticed is an apparent
problem on the vertical scan of the monitor. It's taking much longer than it
should to fly back up to the top of the screen, so that the top 8-10 visible
lines actually appear as diagonal lines across the rest of the screen.

Any idea what the problem is likely to be?
Is it likely to be repairable (with a simple component replacement or
whatever)?
Is the effect likely to worsen if unchecked?
If so, how long before the monitor becomes unviewable?

There are many variables that can cause this. The defect can be in the
blanking circuits, scan circuits, video drive circuits, high voltage
multiplier, or the CRT itself can be going weak. The various areas of the
monitor would have to be properly checked to know the exact cause. Then the
next step would be to find the defective part(s) that are causing this
condition. Many times, electrolytic capacitors in the various areas can also
be defective.

I would suggest you take the monitor in for a estimate for repairs. If it
is more than about 3 to 5 years old, it may not be worth to invest in.
