In newsgroups we do not use HTML for posting .
I see you are using X-Newsreader: Microsoft Outlook Express 6.00, so if you
go to your
TOOLS--> then OPTIONS--> then SEND tab,
Make Change where it says "news Sending Format" to PLAIN text..
Other wise some people may get pissed at you...:>
Also sorry, I do not know the answer to your problem..

My ISP supplies each user with 5MB of webspace. I presume most (all?)
ISPs will do likewise. So, if you need to show the world a pic, then
upload it to your webspace. Or find a binary group. In any case, there
is still no reason to use *HTML* in Usenet.
