Low Voltage Lighting Xfrmr.

I just bought a 120 to 12 VAC transformer to install at a friends'
house--I was surprised to see that I couldn't read the 12 volts at the
output terminals-is this normal? Do these devices have to sense a load
before operating and therefore not read on a digital meter alone?
 
Assuming you made sure your meter was set to AC , not DC , I would
suspect the transformer to be bad , but would hook a twelve volt light
to it to be sure your meter is not bad instead .
