Looking for a timer kit - inexpensive?

Hey all -

Im looking for a timer kit. its gonna sound strange but this is how it is
sposed to go:

Timer set - 10sec and a output to a relay - 10sec later o/p to another
relay - 2sec later o/p to another relay... ...its going to be used for
some special effects?

I need to make a few, so I dont want it to be too expensive - or will I have
to design something myself?

it has to run from batteries (say, a 9v)...

yeah, I know, Im pushing it...
Get a PIC microcontroller - easier to adjust and you'll need less
components!

IF it can be connected to the parallel port of any old PC then my Kit
74 and 165 will do this. Windows software. 8 relays on board.
