Is it it easy to make a device such as this?

can any1 explain it in more laymans terms?? i have a basic knowlage of
electronics.
Ie just a list of parts and simple instructions????

Its easy if you can build a project given a schematic, since that is how

such designs are communicated. Until you can do that, there may be
little anyone can do for you here.
