Line level to headphone jack

How can I make a device to take the line level signal from the rca jack to
convert it into normal headphone signal?
Does it just require resistors?

Nope, there isnt enough power with the line level signal.

from a line level signal, 600 ohm Sennheisers for example. 100 ohm ones
will simply be not as loud.
