I have a 17` Leo monitor model SF 1770J (17CI), when power is pressed makes
light clicking sound, no light comes on, no screen, is this cap problems?
 
The power supply is most likely going in to protect. This can be caps, and
or a scan failure. It is very common that the horizontal scan output device,
vertical output device, support components, and or the flyback fail in
these. With age, there will most likely also be some bad caps.

To actually know the failure, the tech would have to go through the monitor,
and verify the performance of the different areas to come to a conclusion of
where the faults are.
