Not that I am aware of. However, in the US ANSI puts out a standard for
optical com with LED sources. Of course this doesn't include white.
You might want to look into it though.

Yes, there is.

See in particular part 9 of the standard. Essentially, you must calculate
the amount of radiation incident on the eye, and then compare this to the
MPE. This requires some knowledge of the beam pattern for the LED; some
manufacturers supply this info, for others you'll have to measure it.
