KR-V7070 problem with fan control circuit

I'm chasing schematics for Kenwood receiver to troubleshoot a fault with the
fan control circuit...fan goes on for about half a second then shuts
down...the receiver shuts down after warming up I presume because of the fan
not coming on...any ideas

Fan itself is faulty?
If you can easily stop it manaully and it has troubles rstarting, motor is
probably bad.

The fan is ok
I have monitored the voltage supply to the fan and its going on for a second
then no voltage
