That's a lot of information, albeit that much (like "good
communication skills") is redundant, but your reluctance to mention
money says much more. I long ago learned to dismiss adverts where the
company is reluctant to talk about salary.

I'd expect Mentor to pay the going market rate +/- negotiating margin
during interviewing.

Quite the contrary in my opinion. In fact I can't remember the last time I
saw a job advert for a professional position in a non-public sector
organization that gave any salary numbers. If you quote a salary range then
every applicant will try to get close to the top of that range simply
because they know that you are willing to pay that much. Or worse, you might
lose an excellent candidate because they are already on a few percent above
your upper limit so don't apply, whereas in reality you would have been
willing to pay that bit more to get the best person.

Of course, you also need to remember that the overall package is not just
salary - there's vacation, material benefits, health coverage (in the US),
bonuses, stock options etc. This cannot be captured in a single number in an
advert.

What's a 'BSEE' and an 'MSEE'? Do they have those in Germany? Also
beats me why you'd need anything with an 'EE' in it for a software
job.
