Did you try other dates in web.archive.org\'s archive of Jim\'s site?
Perhaps it was listed for a while and then taken down for some reason or
another...

Are you sure of the title of the schematic?

Didn\'t take a minute to find the original the OP was referring to. It\'s just an old standard UJT relaxation oscillator adapted to transistors:

It\'s not as good as the seekic circuit, which buffers everything, but otherwise works exactly the same. No one would use this old stuff these days. Pick up a D/A off ebay for a few dollars and wrap some MSI logic around it, and you have a much more precise circuit that works over a much wider range of frequency.

I used \"staircase\" search term in google groups SED, and it came right up. The original link to analog-innovations redirects to electrooptical.net.
