If I am message cueing, I send CE pulse the number of times
corresponding to where the message is. But do I have to check for EOM
after each CE pulse? What about the timing constraints? Specs don't
give exact times involved in MODE 0 message cueing.

Check out the Application Notes at Winbond's site, particularly:

Cheers.
