Sure. But why?
Back at my old company we wrote a C program that read & wrote all legal
GDSII files.
We had a set of commands that would allow you to merge two files, but had
some gotchas.
( What if both files had the same cell in them, do you want the first, the
second or a warning or renaming or ... )
You must be aware of whatever the merge does.
