Is there an inexpensive circuit board design program?

This may be an oxymoron, but is there an inexpensive circuit board
design program out there, one that I wouldn't have to mortgage my home
to purchase? All I need to do is to design some 2-layer circuit boards.

Is free cheap enough? Go to Google and type "printed circuit design
software" (less the quotes of course), click the button, and you should have
quite a few to consider.

I have used Eagle. It's free for up to an half Euro-PCB (100 mm x 80 mm; 4 "
x 3.2 "). As far as I know, there are no other restrictions.

It's a german site, but there are also English versions available for
Windows and Linux.

Several, actually.

If you don't mind the interface, this one is supposed to be good:

Personally, I'm using this one:
http://www.expresspcb.com

Both are free. The ExpressPCB one is geared toward having them run the
boards for you, but there's nothing stopping you from printing out the
artwork layers and using them to etch your own boards. Works fine.
