Strikes me that if one is stupid enough to try the
experiment, one is already so "damaged" that a little added
lead will make no difference. ;>)

This is a problem to do with setting the boundaries of an experiment.
If you limit the experiment to the person with the gun, then you are
right. But the situation and its effects are clearly wider. Taking the
bigger picture, the rest of the world - and hence the majority of
people - is far safer after the shot has been fired than before.

So the answer to the question is, in fact, "yes".
