There is a cable plugin API, that e.g. Digilent uses, but the API seems to
be non-public.

I've used some of the Xilinx cables to program other devices through
JTAG using SVF files.

With sourceforge svn xc3sprog could can programm AVR and AVR XMEGA
with the DLC9/10.
Urjtag and openocd know also the DLC9/10
