import jpg file in pcb design

Does anyone have experience with imporing a jpg file (or bmp) into a pcb
design to use it as a background. I would like to make a copy from a pcb,
and from this pcb design create a scheme. I don't know if this is possible?
Are there good cad programs for this?

Pulsonix will import a bitmap, primarily for adding a logo to the PCB. I
suppose it could be put on a spare layer as background, and used as a guide
when laying out the board.
