When I connect my PC to the TV, I get these strange multicolor lights
shooting from right to left across the screen. Am I going to damage
the television or what is going on?

If needed:
XP Home, Geforce4 Ti4200 - TV Encoder Philips 7104, TV Tool
Older Sanyo TV

Thanks in advance

Probably not, what you are seeing is electrical inteference being produced
within the PC and displayed on the tele.

You will not damage the set.

The problem has to do with the TV sync speed, and the quality of the
device that is converting the signal from the computer to the TV set.

No harm, no foul....... the television is just picking up many of the
necessary signals that are normally flying around inside the computer.....
even with well designed shielding and EMI filtering some of these signals
will get out and can cause interference displayed on the television......
move the television further away from the computer.... plug it into a
different AC outlet.... install ferrite beads on the power cords..... etc
...... etc.
This is NOTHING that will damage your television.
Remember that the television is a receiver that picks up, tunes in, and
displays RF energy...... if the computer has a baseband Video Output and if
the television has A/V Input jacks you can feed it a video baseband signal
and bypass the television signal tuner circuitry.
