Except for optusnet where your IP can stay the same for a long time. I've
had the same IP for over a year now, it will change if you change your mac
address but very rarely change on its own. It will change if the machine is
left off for more than 24 hrs I believe so users without a router might find
it changes more often.

Not only optusnet, mine on bigpond cable lasts a few months, last time
it changed was when I disconected the modem and router for 3-4 days in
March. I also got dyndns setup for work connections (TPG and Pacicfic
Internet) so I can see when the ip changes - one changed a few times but
we had it for 2 years, the second one runs since 6th Feb this year and
is still the same.

ISPs. That is, however, rare(ish) with home users.

I believe that only applies to ADSL users, not cable. Either way I bet his
IP would be attached to other messages if he's posted in the last few days.
