How to test AC->DC adapter?

When checking ACDC adapters to see if it's good, they all read 2-5V
above their rated voltage. Is this normal? This is with no load on
them. There's no way to check amps without having them plugged into a
device to create a load, correct?

Correct. Most AC to DC adapters are unregulated and reach specified
voltage only with the specified load current.
