If you mean the mythical movie device that allows time travel, it's
completely bogus.
If you mean the light sequencing device that was used as a prop in the
movie, that's simple.
The flux capacitor used in Back To The Future (and the vehicles in the
ride) is nothing more than a 555 oscillator chip operating a CD4017 counter.
The "3" output is wired to the RESET terminal. It cycles through 0, 1, and
2, lighting LEDs sequentially.
There is a ULN2803 chip inside the case (IIRC) that drives the LEDs in
groups of threes, and the rest is simply arranging the LEDs inside
plexiglass pieces that sort of pipe it around for best appearance.
